Add Matt Pocock skills

feat(setup-project): implement new setup-project skill with bundled templates for project scaffolding and local environment configuration

feat(setup-tracker): introduce new setup-tracker skill for project-local issue management with cross-platform support and CLI integration

feat(daily-log): introduce new daily log skill with structured logging workflow and template management

feat(obsidian-vault): add new skill for managing notes within the Mind Energy Obsidian vault with detailed workflow and guidelines

refactor(rust-code-quality): update descriptions and enhance usage guidelines for clarity and consistency

Refactor git-quality-hooks: Enhance documentation, remove detector.sh, and streamline setup
  • Updated SKILL.md to clarify usage and path rules for git-quality-hooks and ci-verify-local.
  • Removed obsolete detector.sh script for language detection.
  • Modified setup-hooks.py to automatically initialize ci-verify-local if local-jobs.py is missing.
  • Updated hook templates to use /bin/sh instead of bash for better compatibility.
  • Revised configuration documentation to reflect changes in generated files and remove .github/git-hooks.yml.
  • Improved Windows compatibility notes and troubleshooting guidance.
  • Enhanced pre-commit and pre-push hooks across all language templates to ensure consistent behavior.
